C513:2015 Customer and Network Fault Management
The Code was updated in 2015 to:- remove duplication of the rule in (previous) clause 8.2.2 that a C/CSP must advise the Customer to contact their own C/CSP where the Customer has reported the fault to a C/CSP other than the Customer's own C/CSP;
- remove processes for faults during Cat. B porting, as Cat. B is no longer utilised in Local Number Portability; and
- denote that this is now a Communications Alliance document.
C515:2015 Pre-selection
The Code was revised in 2015 to:
- amend the definition of Customer Authorisation to ensure consistency with its usage in other industry documents;
- remove clauses on Reversals during the cooling off period as the Australian Consumer Law stipulates that provisioning cannot take place during the cooling off period;
- remove the ten Business Day notification period for the Gaining PSD to advise the Customer that the change in Pre-selection has been either completed or rejected, to ensure consistency with the TCP Code (C628:2015);
- update references to relevant legislative instruments;
- remove the requirement that a Gaining PSD must advise the Customer that an Unauthorised Churn has occurred ‘in writing’, as other means of providing information are also used in day to day operations; and
- remove Schedule 2- Customer Authorisation, with the intent being captured in the Customer Authorisation Industry Guideline (G651:2015).
C524:2013 External Telecommunication Cable Networks
C524:2013 provides guidance on the basic principles of installation, maintenance and safety of external telecommunications networks; describes the minimum requirements for electrical, structural and network reliability and employee/public safety under specified conditions.
The Code was revised in 2013 to align with developments in the Australian regulatory arrangements related to the National Broadband Network and to update references to Australian and international standards.
Reconfirmation
The Code was reconfirmed in 2023 and the next review is scheduled to occur in 2028.
C525:2023 Handling of Life Threatening and Unwelcome Communications
Provides standard procedures for the cooperative handling (including call tracing) by carriers, carriage service providers and the national relay service provider of communications across networks that are life threatening or connected with a pattern of unwelcome communications. The Code also outlines when carriers, carriage service providers and the national relay service provider can deal with unwelcome call complaints relating to non real-time communications such as SMS, MMS and email.
The Code was revised in 2023 to:
- Add additional clarity to the definition of Pattern of Unwelcome Communications and Unwelcome Communications;
- Include a new clause to clarify information sharing when identifying a pattern of Unwelcome Communications from an offender who has moved Suppliers;
- Reduce the time required before sending a second warning letter;
- Consider circumstances for domestic and family violence situations.

C536:2020 Emergency Call Services Requirements
The objectives of the Code are:- to ensure all end users of an Emergency Telephone Service (ETS) have Access to the ECS in case of emergencies or where a response is required from an ESO;
- to ensure the operational effectiveness of the Determination;
- to ensure that significant obligations of Carriers and CSPs, in relation to the ECS, are clearly documented and understood;
- to promote public understanding and appropriate use of the ECS (e.g. via www.triplezero.gov.au); and
- to ensure effective communications of information between relevant parties where technical issues affect the operation of the ECS.

C540:2023 Local Number Portability
The Local Number Portability (LNP) Code sets out inter-Carrier/CSP operational procedures for the implementation of Local Number Portability processes. The Code sets minimum acceptable practices (including Standard Hours of Operation, activation targets and timeframes) which do not unnecessarily limit industry’s ability to improve on the minimum level. Service metrics for Cat A and Cat C Ports, along with updated arrangements to Quarantine Disconnected Ported Telephone Numbers are part of the improvements included in the 2023 version of the Code.Related material
C554:2004 Rights of Use of Premium Rate Service Numbers
C554:2004 Rights of Use of Premium Rate Service Numbers Industry Code specified the minimum requirements for the identification and transfer of the Rights of Use holder for Premium Rate Service Numbers. It included principles and processes designed to provide certainty to all industry participants about who is the ROU Holder for Premium Rate Service Numbers and how ROU may be transferred between industry members.These obligations have now been combined into the C566 Number management – Use of Numbers By Customers industry code and C554 has been withdrawn from the register of industry codes.
C555:2020 Integrated Public Number Database (IPND)
The Code specifies who can supply and/or receive data to/from the IPND, as well as the obligations on use of IPND data.
Revision of the Code
This revision seeks to deliver on three Code deficiencies identified by the Australian Communications and Media Authority. Broadly these are to:- clarify that all Numbers Issued to a Customer by a CSP are required to be listed in the IPND and give greater clarity of the number types that are required to be in the IPND;
- set out what a CSP must do to reconcile PNCD against their own Customer data, including a mandatory obligation to review and action Changed Data Provider Reports issued by the IPND Manager; and
- make reconciliation of PNCD compulsory between a CSP’s customer systems and the IPND at least once every six months.

C564:2020 Mobile Phone Base Station Deployment

The Mobile Phone Base Station Deployment Code is designed to:
- provide greater transparency to local community and councils when a Carrier is planning, selecting sites for, installing and operating mobile phone radiocommunications infrastructure; and
- allow the community and councils to have greater participation in the decision-making process of Carriers when deploying mobile phone base stations.
The revised Code includes a new public notification obligation that requires mobile carriers to inform local councils and local communities before they deploy temporary mobile phone radiocommunications infrastructure (temporary facilities).

C566:2023 Number Management - Use of Numbers by Customers
The Code sets out arrangements relating to:(a) CSPs either Holding, or wanting to Hold, Numbers for use by them in connection with the supply of a Listed Carriage Service to a Customer; and
(b) Carriers in their role of supplying Listed Carriage Services using Numbers.
The Code objectives also include clarifying a CSPs obligations in providing Rights of Use (ROU) when a Number is Issued; and enables ROU Holders to understand how they can use a Number Issued to them and what is and is not permitted.
The 2023 version of the Code replaces both the :
• C566:2005 Rights of Use of Numbers Industry Code and
• C554:2004 Rights of Use of Premium Rate Service Numbers Industry Code.
C569:2015 Unconditioned Local Loop Service - Ordering, Provisioning and Customer Transfer
This Code provides a carrier/CSP operational framework for the ordering and provisioning of the unconditioned local loop pairs and the transfer of customers between CSPs.
The Code was updated in 2015 to:
- remove reference to provisioning activity during the cooling off period in the definition of ‘Invalid ULLS Transfer’ as this is prohibited by the Australian Consumer Law;
- remove rules on Information to be Provided to Customers, with the intent being captured in the Customer Authorisation Industry Guideline (G651:2015);
- remove Appendix B: Customer Authorisation Minimum Requirements – ULLS Transfer, with the intent being captured in the Customer Authorisation Industry Guideline (G651:2015); and
- reflect its publication as a Communications Alliance document.
The Code was reconfirmed in 2021 and the next review is scheduled to occur in 2026.
C570:2009 Mobile Number Portability - Incorporating Amendment No.1/2015
The Industry Code has been developed to specify the procedural arrangements required to Port a Mobile Service Number between Carriage Service Providers, where there is a change in Mobile Carrier network. Elements of the Industry Code could be utilised by Carriers and Carriage Service Providers in other customer transfer scenarios. Carriers and Carriage Service Providers (including long distance CSPs) must fulfil their routing obligations under the Numbering Plan. This Industry Code provides for automated interfaces between Mobile Carriers/Carriage Service Providers to support Mobile Number Portability in the distribution of routing information.
In 2015 the following amendments were made:
- deletion of clause stipulating that a CSP who receives any type of information as described in the Code may use or disclose this information only in accordance with Part 13 of the Act and the Privacy Act 1988 as it is replicated in clause 3.2.2;
- removal of the condition that a CA is deemed to be invalid if the Customer validly rescinds or cancels a contract within the cooling off period in accordance with the applicable fair trading legislation, as this is inconsistent with the Australian Consumer Law;
- removal of the section on GCSP Customer Information Obligations, with the intent being captured in the Customer Authorisation Industry Guideline (G651:2015);
- removal of the section on Requirements for Customer Authorisations, with the intent being captured in the Customer Authorisation Industry Guideline (G651:2015);
- removal of requirement to provide Reversal documentation ‘in writing’;
- removal of clauses on CA Retention, CA Completion, and completion of a CA by an agent; and
- removal of the Code Administration and Compliance Scheme and obligations on Communications Alliance to handle industry complaints under the Code Administration and Compliance Scheme.

C609:2007 Priority Assistance for Life Threatening Medical Conditions
Specifies the minimum requirements for the provision of the highest level of service practically available to customers who suffer from a diagnosed life threatening medical condition. It includes principles and processes for the connection, fault rectification, reliability of residential STS, the provision of interim services and the wholesale arrangements. It also includes notification obligations on carriers and carriage service providers not providing Priority Assistance.The Code was revised to take account of revised Telstra licence conditions on priority assistance, to revise timelines for priority assistance customers in Connect Outstanding situations and to review offering of priority assistance over new technologies.
C617:2017 Connect Outstanding Incorporating Variation NO.1/2023
Specifies the process for the reuse of an in-place service by a new Customer where the previous Customer has vacated the premises and the existing service has not been cancelled. It includes principles and processes for the disconnection of the previous service, the connection of a new service and a process for reversals for invalid connections. Specifies the minimum operational procedures between Carriers/Carriage Service Providers (jointly CSPs) and other industry participants for the implementation of Inbound Number Portability. (The portability of Freephone (18/1800) and Local Rate Numbers (13/1345/1300)).
G517:2014 Monitoring of Communications for Network Operation and Maintenance
Provides recommended procedures to be followed when monitoring and recording voice or non-voice communications when undertaking installation, operation or maintenance of a network.

G561:2009 Mobile Number Portability Network Plan for Voice, Data and Fax Services
G561 defines the industry agreed call handling arrangements to support mobile number portability. In particular, this plan describes call handling between interconnected networks for circuit switched voice, data and fax calls to portable mobile numbers. First published September 2000. Updated December 2000 to align Section 7 of ACIF G561 with the ACCC direction to ACA on MNP of November 2000. Updated March 2002 to clarify use of service digits for transfer/port of service between networks operated by same organisation e.g. GSM to CDMA, 2G to 3G.

G572:2007 Unconditioned Local Loop Service Fault Management
Describes interoperator processes for recording, tracking and resolving individual customer and network ULLS faults, processes for ULLS testing by Access Seekers, definitions of fault types, procedures for restoring service and processes for handling DSL faults caused by interference.

Specifies the requirements of the Private IP Network (PIPN) to provide interconnectivity which facilitates Mobile Number Portability..

In 2020, a minor revision was conducted to provide an alternative to the ATM Frame Relay access services. This was required due to the retirement of the ATM Frame Relay networks. This revision outlines the replacement service based on the private Fibre Ethernet Point-to-Point service.

Provides guidance for Suppliers on ongoing customer information provision about mobile number portability in general, including information provision on mobile contracts.

This guideline sets out the operational arrangements for the implementation of MNP processes between Mobile Carriers (MCs), CSPs, Portability Service Suppliers (PSSs) and Network Providers (NPs) in the implementation of MNP which support the requirements of the MNP Code.
In 2015 a minor revision was conducted to remove certain requirements which were duplicated in other industry documents:
- Section on Customer Authorisation Requirements deleted with the intent being captured in a new Customer Authorisation Industry Guideline (G651:2015); and
- section on Reversal Authorisation Requirements deleted as the same provisions are set out in detail in the Mobile Number Portability Code (C570:2009 Incorporating Amendment No.1/2015).
G591:2006 Telecommunications in Road Reserves - Operational Guidelines for Installations
Provides guidance for Road Authorities and Carriers to manage their respective facilities in road reserves safely, effectively and efficiently. It provides guidance on co-ordination, considerations for positioning telecommunications facilities in road reserves, attachment of telecommunications facilities to road authority structures, planning and sharing information.

- outline the minimum requirements for Telecommunications pit and pipe installation within a Real Estate Development Project to be considered a Fibre Ready Facility;
- describe recommended processes for the design and installation of pit and pipe facilities for use in the deployment of Optical Fibre Lines in a Real Estate Development Project; and
- describe the recommended materials used in the design and installation of pit and pipe facilities.
