Comms Essentials - Consumer Data Right in the Telecommunications Sector

Background:

The Consumer Data Right (CDR) legislation, passed by Federal Parliament in August, aims to provide greater choice and control for Australians over how their data is used and disclosed. It will allow consumers to access particular data in a usable form and to direct a business to securely transfer those data to an accredited data recipient – making it easier for other providers of the same service to compete for an individual’s business.

Banking is the first sector to implement the CDR in Australia, with launch expected in early 2020.

Telco will soon be asked to implement the CDR, with major implications for every CSP in Australia.

What will be expected of industry? Does telco have to implement in the same way as the banks? What are the implications for data management, privacy and competition?

Our expert panel will explore these questions and more. This Comms Essentials seminar offers a valuable head-start to preparing for the CDR revolution.

Feedback Sought on Integrated Public Number Database (IPND) Code Changes

The Integrated Public Number Database (IPND) is an industry-wide database of all Public Number Customer Data (PNCD). The IPND is a passive database whereby the IPND Manager facilitates the passage of data from Data Providers to Data Users.  The IPND Code specifies who can supply and/or receive data to/from the IPND, as well as the obligations on use of IPND data.

This 2019 revision seeks to deliver on three specific recommendations that came out of the 2018 IPND Review by the Australian Communications and Media Authority IPND review, broadly these are:

  1. clarify that all Numbers Issued to a Customer by a CSP are required to be listed in the IPND and give greater clarity of the number types that are required to be in the IPND;
  2. set out what a CSP must do to reconcile PNCD against their own Customer data; and
  3. make reconciliation of PNCD compulsory between a CSP’s customer systems and the IPND at least once every six months.

Following the public comment period, the IPND Code Working Committee will review all comments and revise the draft as appropriate. Subsequently, Communications Alliance will submit the revised Code to the Australian Communications and Media Authority (ACMA) for consideration for registration. The current IPND Code remains in force until the revised Code is registered by the ACMA.
