ACMA makes new Mobile Premium Services Barring Determination

The Telecommunications Service Provider (Premium Services) Determination 2010 (No. 1), to come into effect on 1 July 2010, will provide customers of mobile carriage service providers with the choice of requesting their provider to bar premium SMS from their mobile phones.

Industry welcomes the new Determination as a further strengthening of the existing suite of consumer protection measures included in, and accompanying, the Communications Alliance Mobile Premium Services Industry Code C637:2009

The ACMA notes in its media release that there has been a 50% reduction in complaints made to the Telecommunications Industry Ombudsman since the implementation of the MPS Code in July 2009.

ACMA seeks public submissions on new Mobile Premium Services Do Not Bill /Do Not Contract Determination

ACMA is seeking public comment on a second proposed Mobile Premium Services Determination. 

The proposed Determination sets out proposed mechanisms which would (i) require mobile carriage service providers and aggregators not to contract with content suppliers or aggregators who have not provided their details to the Communications Alliance facilitated Mobile Premium Services Industry Register and (ii) prevent content suppliers or aggregators from billing customers where services supplied by those content suppliers or aggregators have been found to be in breach of the Mobile Premium Services Industry Code C637:2009.

Submissions on the draft determination are due by 9 April 2010. 


NBN Project Update

Comments on the Technical working group’s draft Overview of Technical Standards for public comment are due by this Friday (12 March).  The draft identifies local and international standards and industry documents that can assist in the design and rollout of the NBN and its delivery of Layer 2 wholesale services.  It is available from the Public Comment webpage. You can submit comments via the Communications Alliance website.

The NBN Reference Model, Operational and End User Migration working groups will meet this week.

Interested members are invited to register for the project team, which will also provide full access to the NBN Wiki.  Non-member organisations who have an interest in the NBN and meet the eligibility requirements for Communications Alliance membership can register as observers directly on the NBN Wiki.
