Proposed reforms to the taxation arrangements for Satellite Services

Communications Alliance has provided a submission to the ACMA’s review of taxation arrangements for Satellite Services. The ACMA review recommends a number of reform proposals on the apparatus licence taxes for satellite and space-based services, focusing mainly on the Ka spectrum band.

The ACMA engaged the economic and engineering consultants Plum Consulting to review taxes for the band using opportunity cost pricing principles and to investigate how taxation arrangements could be improved to better reflect the specific spectrum denial properties of satellite systems.

Communications Alliance has been engaged with the ACMA from the early days in highlighting the need for such a review. We are pleased that the ACMA has now embraced the issues. However, we have identified that some of the taxes are high compared with international standards and should generally be reduced to encourage more efficient use of the spectrum. Our submission points out a number of areas where some of the proposed reforms can be adjusted to better support commercial, regulatory and national interests.

Communications Alliance Scheduled Reviews - Comments Sought

Communications Alliance is seeking comments for a scheduled review of the documents below:

Mobile Premium Service (MPS) Code (C637:2011 Incorporating Variation No.1 – 2014)
The Code establishes obligations for appropriate community safeguards and customer service requirements upon suppliers of Mobile Premium Services.

Unconditioned Local Loop Service (ULLS) – Fault Management G572:2007

Describes processes for service providers to record, track and resolve customer and network ULLS faults and to restore services.

Switchless Multibasket Billing Redirection (SMBR) G567:2015
Describes processes for the redirection of billing from the Access Service Deliverer to the Service Provider where billing information is provided to the Service Provider via an SMBR platform.

The aim of the review is to identify:

  • any existing issues with the Code or Guidelines;
  • whether any process improvement is required, from operational experience in dealing with the Code
  • or Guidelines;
  • any gaps in the Code or Guidelines;
  • clarifications that improve requirements;
  • whether the documents are meeting the needs of industry and the community satisfactorily;
  • acknowledgement of any existing service specific barring requirements; and
  • expected impact of technology changes.
Comments received will be considered by representatives of stakeholders, to prepare a specific recommendation for Communications Alliance. The outcome of the review will be a decision to revise, reconfirm, vary or withdraw the Code or Guidelines.

Comments on the documents are requested by 5 p.m. (AEST) on Friday 14th October 2016.
