C518:2006 Call Charging and Billing Accuracy
Addresses the call charging and billing accuracy of standard telephone services. Does not address the call charging and billing accuracy of other carriage services or content services. Defines the minimum required level of call charging and billing accuracy.
C519:2004 End-to-End Network Performance for the STS
C519:2004 specifies minimum levels of performance for the end-to-end carriage of the Standard Telephone Service over public fixed telecommunications networks and public digital mobile telecommunications networks. It replaces C519:2002.
The Code was reconfirmed in 2009 and the next review is scheduled to occur in 2014.

C559:2006 Part 3 Requirements for Deployment Class Systems (pdf 503 kb)
C559:2006 defines the performance requirements for DSL and other technologies on copper access network. The Code offers a coordinated approach to reduce the risk of interference between services deployed over access networks.
ACIF first published the Unconditioned Local Loop Service (ULLS) Network Deployment Rules Industry Code in August 2001. On the advice of the Network Reference Panel, the ACIF executive made some corrections in March 2002 to Part 3 of this Industry Code for clarity of and consistency between the definitions of Deployment Classes.
The Code was revised in 2003 to include in the Code the facility for use of a modified Crosstalk Calculation Template where a Non-deployment Class System is obtained by a linear filtering of the transmit PSD of a Deployment Class System, without any change to the line code plus some agreed changes to Benchmarks based on industry experience.
The Code was revised in 2005 to include Deployment Classes based on ADSL2, ADSL2+ and ESHDSL.
The Code was revised in 2006 to include Deployment Classes based on ADSL2 and ADSL2+ with extended upstream bandwidth.

Spectral Compatibility Software Tool
The December 2005 version of the Spectral Compatibility Software Tool is available from us. Please contact us if you would like the Tool to be emailed to you. You will be sent a zip file (.zip, 2.7MB) which consists of a license agreement, a user manual and the Tool (.xls format, 16MB). The Tool can be used for the calculation of the crosstalk scenarios in C559:2006.
G511:1998 1800/13/1300 Number Portability - Network Plan
Specifies agreed network arrangements for the provision of 1800/13/1300 number portability using a central reference database maintained by an 'Independent body'.
This Guideline was reconfirmed in 2004 and 2009 and the next review is scheduled to occur in 2014.
G530:1999 Mobile Location Indicator for Emergency Services - Stage 1 Service Description for Interim MoLI
G530 defines interim mobile location indication for emergency services operators until full MoLI is implemented.

G538:1999 Interconnection Model
Developed as a framework to guide interested parties considering interconnection in the Australian environment. It describes the interconnection arrangements in Australia for circuit switched networks that have been developed from the introduction of full network competition in July 1997.
The Interconnection Model was reconfirmed in 2004 and in 2009 and the next review is scheduled to occur in 2014.
G545:2000 HFC Network RF Signal Egress Monitoring
G545 HFC Network RF Signal Egress Monitoring defines parameters and methodologies for frequency co-ordination between different broadband reticulation systems running in close physical proximity.
This Guideline was reconfirmed in 2010 and the next review is scheduled to occur in 2015.
G557:2009 Standardised Mobile Service Area and Location Indicator Register

The Standardised Mobile Service Area (SMSA) and Location Indicator Register is a pack of 5 compressed files (3,621KB) that define the SMSAs for use in the interim signalling of mobile caller location and 3 digit 'ABC' codes for caller location. These files were prepared in MapInfo (TM) and you will need relevant software to be able to read/view the files. For those unable to view map files there are also some spreadsheets with summary information available from this webpage.
G557:2009 replaces G557:2007 and complements G629:2009 Location Independent Communications Service Location Indicator for Emergency Services Signalling Specification.
An associated document G606:2002 Standardised Mobile Service Area (SMSA) Register - Management Processes is available for download. It defines the processes and procedures relating to the management of the SMSA Register.
History:
G557:1990 (.zip, 3,241 KB) was a set of 46 compressed files that defined the SMSAs. It complemented G530:1999 Mobile Location Indicator for Emergency Services and G532:1999 Mobile Location Indicator - 13/1300/1800.
In 2002 ACIF updated and published several component files in G557 as G557:2002 supplement (.zip, 924 KB). These files replaced the corresponding files in G557:1999.
At the same time in 2002, two spreadsheets were made available for download:
- a list of all SMSA and ABC Codes (38KB); and
- a list of all SMSAs and the respective Codes that adjoin each SMSA (86KB).
In 2006 the spreadsheet with the list of SMSA Codes was updated and published. This modified the description of existing '98x' and '99x' ABC codes (used for VoIP, nomadic and fixed services) and made no changes to ABC codes for calls from mobiles. Therefore the spreadsheet with the list of adjoining SMSA Codes was not affected by the modifications.
In 2007 Communications Alliance updated the maps to remove unnecessary information. There was no change to the 3 digit ABC codes or to the list of adjoining areas.
In 2009 Communications Alliance updated the list of SMSA and ABC Codes to:
- replace “For Nomadic Services” with “For Location Independent Communications Services” as the heading for the 3 digit ‘ABC’ codes 98x for consistency with the amended Telecommunications (Emergency Call Service) Determination 2002;
- explicitly define as “Unallocated” the previously unallocated 3 digit ‘ABC’ codes within existing ranges of codes; and
- add “QLD” as the State/Territory field for the 3 digit ‘ABC’ code 565.
G561:2009 Mobile Number Portability Network Plan for Voice, Data and Fax Services
G561 defines the industry agreed call handling arrangements to support mobile number portability. In particular, this plan describes call handling between interconnected networks for circuit switched voice, data and fax calls to portable mobile numbers. First published September 2000. Updated December 2000 to align Section 7 of ACIF G561 with the ACCC direction to ACA on MNP of November 2000. Updated March 2002 to clarify use of service digits for transfer/port of service between networks operated by same organisation e.g. GSM to CDMA, 2G to 3G.
Revision
The Guideline was revised in 2009 in alignment with the revision of the MNP Code. The next review is scheduled to occur in December 2014.
G565:2009 Mobile Number Portability Network Plan for SMS
G565:2009 specifies industry agreed routing arrangements to enable correct delivery of inter-carrier SMS.

G577:2009 Mobile Number Portability Testing Strategy for Voice, Data and Fax Services
G577 describes the joint network testing for voice, fax and data services to be conducted by PSDs and Mobile Carriers for mobile number portability. This is separate to and in addition to any internal testing conducted by any PSD or Mobile Carrier.
Revision
The Guideline was revised in 2009 to align with the revision of the MNP Code. The next review is scheduled to occur in December 2014.
G578:2009 Mobile Number Portability Testing Strategy for SMS
G578 describes the joint network testing to be conducted by Carriers and Carriage Service Providers for mobile number portability for SMS. This is separate to and in addition to any internal testing conducted by any CSP.

G604:2002 MNP Ongoing Test Plan for Voice Fax and Data Services
G604:2002 defines the ongoing MNP specific testing recommended to be performed by new PSDs and Mobile Carriers.

G605:2002 Inter-Network ATM Services
G605:2002 Inter-Network ATM Services Guideline is a voluntary guideline for the connection of networks based on Asynchronous Transfer Mode (ATM) User-Network Interface (UNI) 3.1. UNI signalling is excluded from the scope of this work.

G618:2004 Approval of Non-Deployment Class Systems under ACIF Industry Code C559

G500:2002 specifies the interconnect services and signalling protocol that will be available from interconnecting domestic Australian circuit switched networks.
G500:2002, G500:2000 and G500:1998 are separate versions of signalling specifications for the interconnection of circuit switched networks in Australia. At the time of publication, inter-network interfaces based on either G500:1998 or G500:2000 are in operation and might continue to be used indefinitely.
Refer to G549:2002 nterconnection Implementation Industry Guideline for information to assist with the consistent implementation of Interconnection Signalling based on G500:2002 for a Point of Interconnection carrying circuit switched services using E1 based transmission and ISUP signalling. G549:2002 also provides information on interworking between G500:2000 and G500:2002 versions of ISUP.
G502:1998 Australian Network Performance Plan
Provides network design recommendations for voice and voice-band data service connections including PSTN, ISDN and Mobile that are all-digital between network interfaces with digital or analogue access lines from appropriate end-user Customer Equipment and private networks.
This Guideline was reconfirmed in 2006 and in 2009 and the next review is scheduled to occur in 2014.
G520:2005 Local Number Portability - Network Plan
Defines the call handling and technical interconnection arrangements for local number portability, based on a model of interconnected networks. The model of interconnected networks is derived from AUSTEL's Interconnection Model of March 1995. The Plan also provides a description of the initial solutions being used for providing local number portability in Australia.
This Specification was reconfirmed in 2010 and the next review is scheduled to occur in 2015.
G532:1999 Mobile Location Indicator - 1800/13/1300
This specification describes an interim method of intercarrier signalling for providing mobile location indication for mobile calls to Local Rate (13X) and Free phone services (180X). The location of a mobile caller is required in order to terminate a call at the nominated answering point.

G549:2000 Interconnection Implementation Plan
Specifies the recommended technique for passing information between networks that is necessary for end-to-end operation but is not included in the signalling elements of the Interconnection ISUP Specification.

G632:2007 Quality of Service parameters for networks using the Internet Protocol
This Guideline defines a number of IP Network QoS Classes, including performance expectations for each class, and methods of ‘marking’ packets to signal to a receiving network which IP Network QoS Class is expected to be applied to the packet as it travels through the network.
