C513:2004 Customer and Network Fault Management

The Code C513:2004 Customer and Network Fault Management Industry specifies the minimum operational requirements of Carriers and Carriage Service Providers to manage Customer and Network faults across telecommunication networks. It includes the principles and processes to be followed to record, track and resolve Customer and/or Network Faults. The Code was first published in October 1998 and following another revision, second published in December 1999. The Industry Code has now been further revised to include Customer and Network Fault Management for Local Number Portability, Mobile Number Portability, Freephone and Local Rate Service and to meet ACA registration requirements.

The Fourth Edition (C513:2004) was published to clarify the position of a Reseller in the Code (see the Explanatory Statement for further information).

The C513:2004 Customer and Network Fault Management Industry Code also replaces G576:2001 Mobile Number Portability Fault Management Industry Guideline.


C515:2005 Pre-selection

Revised to accommodate provisions for Electronic Customer Authorisation, Provision of Service Information, the treatment of Change of ASD in respect of Pre-selection and IT Specifications relating to the ASD/PSD File Eligible Party Identification Code. Specifies the minimum operational arrangements and timing in relation to the delivery of preselection in a multi-carrier, single basket environment. It includes the principles and processes to be followed by Access Service Deliverers (ASDs) and Prime Service Deliverers (PSDs) for implementing, maintaining and changing customer's choice of Prime Service Deliverer.

There was a limited revision of the Code in 2005 to modify clauses affected by changes to fair trading legislation in New South Wales and Victoria.

The Code was reconfirmed in 2008 and the next review is scheduled to occur in November 2013.

Provides guidance on the basic principles of installation, maintenance and safety of external communications networks; describes the minimum requirements for electrical, structural and network reliability and employee/public safety. Revised to include "Dial Before You Dig" awareness, safety requirements for working near electricity lines, OH&S arrangements for facilities that emit electromagnetic radiation, road traffic management to Australian standards, the marking of underground cables, the depth of cover within road reserves and to clarify that the Code refers to other authorities and property owners not just utility owners.


C525:2010 Handling of Life Threatening and Unwelcome Communications

Provides standard procedures for the cooperative handling (including call tracing) by carriers, carriage service providers and the national relay service provider of communications across networks that are life threatening or connected with a pattern of unwelcome communications. The Code also outlines when carriers, carriage service providers and the national relay service provider can deal with unwelcome call complaints relating to non real-time communications such as SMS, MMS and email.

Revision

The Code was revised in 2010 to:
  • modify the definitions of Unwelcome Communications or Life Threatening Communications to cover all forms of communications technology subject to the Telecommunications Act;
  • reflect changing industry processes as well as the development of new and emerging technologies;
  • clarify a number of areas; and
  • support industry efforts to reduce non-genuine calls from a public mobile telecommunications service to the Emergency Call Service.

C540:2007 Local Number Portability

The Local Number Portability Industry Code specifies operational processes between customers and Access Service Deliverers (ASDs) and between ASDs for local number portability. It defines the processes for porting of numbers, any restrictions that apply to ported numbers and processes for moving a ported number.

Revision of the Code

The Code was revised in 2007 to:

  • allow ULL Call diversion and Cat. D Porting of Telephone Numbers where the Access Provider is not the Donor C/CSP but is the Losing C/CSP.

C554:2004 Rights of Use of Premium Rate Service Numbers Industry Code specifies the minimum requirements for the identification and transfer of the Rights of Use holder for Premium Rate Service Numbers. It includes principles and processes designed to provide certainty to all industry participants about who is the ROU Holder for Premium Rate Service Numbers and how ROU may be transferred between industry members.

This Code was reconfirmed in 2007 and the next review is scheduled to occur in 2012.

 


C555:2008 Integrated Public Number Database (IPND)

The Code specifies who can supply and/or receive data to/from the IPND, as well as the obligations on use of IPND data.

Revision of the Code

The Code was revised in 2007 to bring the Code into alignment with the Telecommunications Act 1997 and the Telecommunications (Section of the Telecommunications Industry) Determination 2007 and other applicable legal requirements and to clarify matters relating to Customers, operational issues and technical issues by re-ordering the content for ease of reading and revising some clauses for improved clarity.

The Code was revised in 2008 to extend by an additional twelve months the delayed timeframe for implementation of aspects of the Code relating to the supply and use of Public Number Customer Data for Location Dependent Carriage Services.

Provides assistance to Data Providers and Data Users in ensuring the accurate capture and entry of data into the IPND to satisfy the needs of all Data Users, particularly emergency service organisations

The Guideline was revised to ensure consistency with changes to legislation governing the use of data provided to the IPND Manager, the concomitant Ministerial directions, the ACMA IPND Scheme, related Ministerial instruments and the subsequent revision to C555:2007 Integrated Public Number Database (IPND) Industry Code. It also contains additional information to clarify the use of various fields.


C564:2004 Deployment of Mobile Phone Network Infrastructure

The Code specifies the best contemporary practices in the areas of design, installation and operation of radiocommunications infrastructure. The Code requires the application of a precautionary approach to the deployment of radiocommunications infrastructure and contains obligations on carriers to consult.

The Code replaces C564:2002 Deployment of Radiocommunications Infrastructure Industry Code.

This Code is a revision of the registered Deployment of Mobile Phone Network Infrastructure Industry Code (ACIF C564:2004).

This Code is to be submitted to the ACMA for registration and until this revised Code is registered, the Deployment of Mobile Phone Network Infrastructure Industry Code (C564:2004) above remains as the registered Code with which industry must comply.

The Project Outcomes Summary provides a list of improvements introduced by the revised Code.


C566:2005 Rights of Use of Numbers

Specifies what is meant by a customer's rights of use of his/her number(s) and the obligations of carriage service providers in relation to the customer's number(s) when the customer's number(s) is reserved, issued and in quarantine.

The Code replaces C566:2004, which was amended to remove the conferral of powers on the Telecommunications Industry Ombudsman to handle complaints under the Code.


C569:2005 Unconditioned Local Loop Service - Ordering, Provisioning and Customer Transfer

This Code provides a carrier/CSP operational framework for the ordering and provisioning of the unconditioned local loop pairs and the transfer of customers between CSPs.

C570:2009 Mobile Number Portability

The Industry Code has been developed to specify the procedural arrangements required to Port a Mobile Service Number between Carriage Service Providers, where there is a change in Mobile Carrier network. Elements of the Industry Code could be utilised by Carriers and Carriage Service Providers in other customer transfer scenarios. Carriers and Carriage Service Providers (including long distance CSPs) must fulfil their routing obligations under the Numbering Plan. This Industry Code provides for automated interfaces between Mobile Carriers/Carriage Service Providers to support Mobile Number Portability in the distribution of routing information.

Revision

The Code was revised in 2009 to introduce a Port Recovery process to better enable recovery of ported mobile numbers involving multiple CSPs to the correct Customer, and to remove references to CDMA technology and make the Code more technology neutral.


C609:2007 Priority Assistance for Life Threatening Medical Conditions

Specifies the minimum requirements for the provision of the highest level of service practically available to customers who suffer from a diagnosed life threatening medical condition. It includes principles and processes for the connection, fault rectification, reliability of residential STS, the provision of interim services and the wholesale arrangements. It also includes notification obligations on carriers and carriage service providers not providing Priority Assistance.

The Code was revised to take account of revised Telstra licence conditions on priority assistance, to revise timelines for priority assistance customers in Connect Outstanding situations and to review offering of priority assistance over new technologies.


C617:2005 Connect Outstanding

Specifies the process for the reuse of an in-place service by a new Customer where the previous Customer has vacated the premises and the existing service has not been cancelled. It includes principles and processes for the disconnection of the previous service, the connection of a new service and a process for reversals for invalid connections.

This Code was reconfirmed in 2008 and the next review is scheduled to occur in 2013.

G561 defines the industry agreed call handling arrangements to support mobile number portability. In particular, this plan describes call handling between interconnected networks for circuit switched voice, data and fax calls to portable mobile numbers. First published September 2000. Updated December 2000 to align Section 7 of ACIF G561 with the ACCC direction to ACA on MNP of November 2000. Updated March 2002 to clarify use of service digits for transfer/port of service between networks operated by same organisation e.g. GSM to CDMA, 2G to 3G.

  • describe recommended processes for the design and installation of pit and pipe facilities for use in the deployment of Optical Fibre Lines in a Real Estate Development Project; and
  • describe the recommended materials used in the design and installation of pit and pipe facilities.
